Job Description

The Franklin County Regional Housing and Redevelopment Authority (HRA) serves the housing and community development needs of the twenty-six towns of Franklin County, Massachusetts. We work with residents to successfully access a wide variety of housing resources. We also work with the municipalities of Franklin County to apply for and administer grant funding for various infrastructure and community development projects.

Position Overview: HRA owns and manages Highland Village, a 46-unit Elderly State Public Housing complex in Shelburne Falls, MA. All units are scheduled for kitchen rehabilitation, starting in early summer 2024. Residents will be asked to temporarily relocate during the rehabilitation of their units. There will be 9 rounds of short-term, temporary relocation of 5 units each. The Relocation Coordinator is responsible for working with HRA staff to schedule and coordinate relocation moves, coordinate utility transfers, and communicate with tenants on an ongoing basis throughout the relocation project.

Location: On-site at Highland Village in Shelburne Falls, MA, with occasional time at the HRA office in Turners Falls, MA.

Job Class: Part-Time, Temporary, from approximately June 2024 through April 2025. Hours will vary week to week, not to exceed 22.5 hours per week.

Supervision Received: Director of Property and Asset Management, with additional guidance from the Property Manager

Supervision Given: None.

Salary: $26.00 per hour

Principal Duties:

  • Assist with resident relocations and related activities for the Highland Village kitchen renovation project.
  • Schedule and facilitate moves with residents, moving company, construction and property management staff including any necessary unit inspections and manage all logistics.
  • Assist Property Manager with the preparation, delivery, and tracking of relocation plans, unit-by-unit phasing plans, and resident relocation and moving schedules.
  • Assist the Property Manager with processing, monitoring and documenting relocation claims and issuance of benefits, as needed.
  • Provide timely, appropriate responses and resolutions to tenant questions, complaints, and concerns regarding relocation, in coordination with the HRA staff and the construction supervisor.
  • Assist the Property Manager in the planning of periodic resident meetings to keep the residents informed about the timing, requirements and conditions of relocation and construction.
  • Document resident belongings prior to a relocation and be on-site to coordinate and oversee movers during relocation moves.
  • Adhere to ongoing deadlines; respond timely to internal and external requests; maintain continuous, transparent, and professional communication with all stakeholders, as required to maintain high quality customer service and transparency levels.
  • Other duties as assigned.

  • All personnel shall respect the legal and moral rights and privacy of confidential information due to all clients and are responsible for upholding HRA's affirmative action policies.

Qualifications:

  • Some relocation experience or experience in a housing-community setting.
  • Training in state and federal relocation regulations, or the ability to complete training within the first 2 weeks of hire.
  • Strong written and oral communication skills.
  • Excellent organizational skills.
  • Leadership skills to develop and sustain a collaborative, teamwork environment during a demanding period of change.
  • Ability to prioritize and multitask.
  • Ability to occasionally lift and move 25 lbs.
  • Valid driver’s license and/or access to reliable transportation.
  • Knowledge of surrounding community and housing resources available.
  • Knowledge of Microsoft Word, Excel, and Outlook applications.
  • Fluency in the predominant language of the community.
