This document responds to a consultant's report for the City of Fall River, which asserts there is an excess of at least 2,300 affordable units in Fall River (the consultant's report has been used as a justification for demolishing state public housing). This CHAPA study critiques the methodology and findings of the consultant's report, documents the growing housing needs in Fall River, and recommends the preservation and revitalization of Fall River public housing.
