CHAPA and the New England Network collected and analyzed data provided by 55 public housing agencies from throughout New England, representing more than one half of all tenant-based certificates and vouchers in the six states surveyed, to determine why growing numbers of households with Section 8 vouchers are unable to locate suitable units and have to turn back their vouchers unused. The report details the extent of utilization problems, its perceived causes, and potential solutions.
