Written for CHAPA by Tufts University Professor Rachel Bratt and Langley Keyes of MIT, this report examines the housing issues the Special Commission on Low-Income Housing faced in 1965 and the progress made in Massachusetts since then. This report was presented at CHAPA's Affordable Housing Symposium at Northeastern University on April 30, 2003.
